History of Community Action Partnership
of Riverside County Since 1979


The mission of the Community Action Partnership Riverside County is to educate and advocate for the poor, so that through participation and capacity building they will attain self-sufficiency and lift themselves from poverty with dignity.

Community Partnership is dedicated to reducing poverty and providing social and economic opportunities that foster self-sufficiency for low-income people. Achieving this mission requires energizing and developing the local neighborhood, as well as individuals. Community Partnership is different from other community developers in that they involve these very residents in governance, strategic direction and operations.

Community Partnership Riverside County has provided direction by two statutory bodies: (1) The Riverside County Board of Supervisors, which is the final authority and is responsible for policy decisions, and (2) the Community Action Partnership Commission, which is responsible for program oversight and is composed of public, private and low-income representatives from the community. Community Action Partnership works for change of the institution and empowerment of the individual.

Community Action Partnership Riverside County is committed to developing new strategies to empower individuals and families. Community Action Partnership collaborates with community based organizations, faith based organizations, local, state and federal governments and the private sector for program delivery in the following areas:

• Individual and Family Development
• Community Development
• Agency Development

Community Action receives funding from public and private sources. Its primary funding source is the federal Community Services Block Grant (CSBG) that is administered through the state's Department of Community Services and Development (CSD).

Program eligibility is based on poverty level guidelines established by the federal government. Some programs are designed for specific target groups: single women with children, youth, or families in crisis, etc.

"Empowerment is the cornerstone of all Community Action programs."

Education is the surest pathway out of poverty and the road to personal growth and success. Individual and collective success is the surest route to stronger communities.

Your Community Action Partnership Agency is the official anti-poverty agency for the County of Riverside. It works with and through a network of community and faith based organizations to provide a number of safety-net services and long-term strategies toward the goal of family self-sufficiency.

The CAP Riverside sponsors community forums, local dialogues, volunteer recognition events, consumer education programs and other activities that serve to increase citizen awareness and to build a caring community.
